Publication Ethics and Malpractice Statement
ICTEE (Engineering Journals of Information, Control, Telecommunication and Electrical) is a peer-reviewed scientific journal that is committed to maintaining the highest standards of publication ethics and academic integrity. This statement outlines the ethical responsibilities and expected conduct of all parties involved in the publication process, including authors, editors, reviewers, and the publisher, Universitas Teknokrat Indonesia.
ICTEE is committed to following the principles and best practices of the Committee on Publication Ethics (COPE). All parties involved in the publication process are expected to uphold academic integrity, transparency, fairness, confidentiality, and responsible research and publication practices.
Duties of Authors
- Reporting Standards
Authors must present an accurate and complete account of their research and provide an objective discussion of its significance. Research results must be reported honestly and must not involve fabrication, falsification, inappropriate data manipulation, or other forms of research misconduct. Manuscripts should contain sufficient methodological details and appropriate references to allow the work to be understood and, where applicable, replicated by other researchers. - Originality and Plagiarism
Authors must ensure that the submitted manuscript is entirely original and has not been published elsewhere. All sources, ideas, statements, data, figures, and findings originating from other works must be appropriately acknowledged and cited. Plagiarism in any form, including direct copying, substantial similarity, self-plagiarism, or inappropriate paraphrasing without proper attribution, is considered unethical and unacceptable. - Multiple, Redundant, or Concurrent Publications
Authors must not submit the same manuscript simultaneously to more than one journal. Authors should not publish substantially the same research in multiple publications. If several publications arise from the same research project, the relationship between the publications must be clearly disclosed and the relevant primary publication must be appropriately cited. - Acknowledgment of Sources
Authors must properly acknowledge all sources that have contributed to the research. Publications, data, software, methods, and other works that have significantly influenced the research should be appropriately cited. Authors should make reasonable efforts to cite the primary sources of relevant research. - Authorship of the Paper
Authorship must accurately reflect the contributions made to the research and preparation of the manuscript. Only individuals who have made substantial contributions to the conception, design, methodology, implementation, analysis, interpretation, or writing of the research should be listed as authors. Individuals who have contributed substantially but do not meet the criteria for authorship should be appropriately acknowledged. All listed authors must have approved the final version of the manuscript and agreed to its submission to ICTEE. - Disclosure and Conflicts of Interest
Authors must disclose any financial, professional, personal, or other relationships that could reasonably be perceived as influencing the research or its interpretation. All sources of financial support, grants, institutional support, or other forms of research funding must be disclosed. - Data and Research Materials
Authors are expected to retain appropriate research data and supporting materials and, where ethically and legally permissible, make them available to the editor or reviewers when requested. Authors should ensure that the data reported in the manuscript are accurate, reliable, and appropriately documented. - Ethical Considerations and Research Involving Humans or Animals
Research involving human participants, personal data, or animals must comply with applicable ethical standards, regulations, and institutional requirements. Where required, authors must obtain appropriate ethical approval and informed consent and provide relevant information in the manuscript. - Hazards and Safety
Authors must clearly identify any unusual or significant hazards associated with chemicals, procedures, equipment, electrical systems, experimental environments, or other research activities described in the manuscript. Appropriate safety precautions and relevant standards should be stated where applicable. - Fundamental Errors in Published Works
If authors discover a significant error or inaccuracy in their submitted or published work, they must promptly notify the editor or publisher and cooperate in correcting the record. When necessary, the journal may publish a correction, retraction, or other appropriate editorial notice.
Duties of Editors
- Publication Decisions
Editors are responsible for making publication decisions based on the manuscript's academic quality, originality, significance, relevance to the journal's scope, and the recommendations of peer reviewers. Editorial decisions must be made independently, fairly, and without discrimination. Editors must comply with applicable legal and ethical requirements concerning copyright, plagiarism, defamation, and research integrity. - Fair and Appropriate Peer Review
Editors must ensure that manuscripts undergo an appropriate and fair peer-review process. Manuscripts should initially be assessed for originality, relevance, methodological quality, and compliance with the journal's requirements. Editors must select reviewers who have appropriate expertise and who do not have conflicts of interest with the authors or the research. - Fair Play and Editorial Independence
Editors must evaluate manuscripts solely on their academic and intellectual merits, without discrimination based on the authors' gender, race, ethnicity, religion, citizenship, institutional affiliation, political views, or other personal characteristics. Editorial decisions must remain independent from commercial, institutional, or personal interests. - Confidentiality
Editors must keep all information concerning submitted manuscripts confidential. Manuscripts, reviewer reports, and correspondence must not be disclosed to anyone other than those directly involved in the editorial and peer-review process. Editors must also ensure that personal or sensitive information contained in manuscripts is handled appropriately. - Disclosure and Conflicts of Interest
Editors must not use unpublished information contained in submitted manuscripts for their own research or personal advantage without the authors' written permission. Editors must declare and appropriately manage any potential conflicts of interest. Editors should not participate in editorial decisions concerning manuscripts in which they have a personal, professional, financial, or other competing interest. - Handling of Misconduct
Editors are responsible for taking appropriate action when ethical concerns or allegations of research or publication misconduct arise. Such concerns may include plagiarism, fabrication, falsification, duplicate publication, authorship disputes, manipulation of the peer-review process, or undeclared conflicts of interest. Editors should investigate allegations fairly and confidentially and, where appropriate, issue corrections, retractions, or other notices to maintain the integrity of the scholarly record.
Duties of Reviewers
- Confidentiality
Reviewers must treat all manuscripts received for review as confidential documents. Manuscripts and information obtained during the review process must not be shared with or discussed with others without authorization from the editor. - Acknowledgment of Sources
Reviewers should identify relevant published work that has not been cited by the authors and recommend appropriate citations where necessary. Reviewers should notify the editor if they identify substantial similarity between the manuscript and another published or submitted work or if they suspect plagiarism or other forms of research misconduct. - Standards of Objectivity
Reviews must be conducted objectively, fairly, and constructively. Reviewers should provide clear and evidence-based comments that help authors improve the quality of their manuscript. Personal criticism of the authors is inappropriate. Reviewers should distinguish between essential revisions required to support the manuscript's claims and suggestions that may merely strengthen or extend the work. - Disclosure and Conflict of Interest
Reviewers must disclose any potential conflict of interest that could affect their ability to provide an impartial review. Reviewers should decline to review manuscripts involving close professional, personal, competitive, collaborative, or financial relationships with the authors or institutions associated with the manuscript. Confidential information or ideas obtained during peer review must not be used for personal advantage. - Promptness
Reviewers should respond to review invitations and complete reviews within the time period agreed upon with the journal. If a reviewer cannot complete the review within the specified timeframe, they should promptly inform the editor so that an alternative reviewer can be assigned. - Reviewer Recommendations
Reviewers should base their recommendations on the academic quality, originality, relevance, methodological soundness, clarity, and contribution of the manuscript. Reviewers should not recommend citations solely to increase their own citation counts or those of a particular journal or group of researchers.
Duties of the Publisher
- Publication Integrity
The publisher, Universitas Teknokrat Indonesia, is committed to supporting ICTEE in maintaining academic and publication integrity. The publisher provides the necessary resources and infrastructure to facilitate an ethical, transparent, and reliable publication process. - Editorial Independence
The publisher must respect the editorial independence of the journal and its editors. Editorial decisions must be based on academic and ethical considerations and must not be influenced by commercial or institutional interests. - Handling of Ethical Issues
The publisher, in cooperation with the editors, will take appropriate action when ethical complaints, allegations of misconduct, plagiarism, data manipulation, authorship disputes, or other publication ethics concerns arise. - Corrections and Retractions
When necessary, the publisher will work with the editorial team to publish corrections, retractions, expressions of concern, or other appropriate notices to maintain the accuracy and integrity of the scholarly record. - Long-Term Preservation
The publisher is committed to ensuring the appropriate preservation and accessibility of published articles and maintaining the integrity of the journal's scholarly record.
Allegations of Research and Publication Misconduct
ICTEE takes allegations of research and publication misconduct seriously. Any allegation involving plagiarism, fabrication, falsification, duplicate publication, inappropriate authorship, manipulation of peer review, undisclosed conflicts of interest, or other unethical practices will be evaluated by the editor in accordance with applicable ethical standards and COPE principles.
When an allegation is received, the journal will assess the available evidence and may request clarification or supporting documentation from the authors, reviewers, editors, or relevant institutions. Investigations will be conducted fairly, objectively, and confidentially. Where misconduct is confirmed or a significant error is identified, the journal may take appropriate corrective action, including publication of a correction, expression of concern, or retraction.
Corrections and Retractions
ICTEE is committed to maintaining an accurate and reliable scholarly record. Published articles may be corrected or retracted when significant errors, inaccuracies, or ethical violations are identified.
A correction may be issued when an error affects the accuracy or understanding of an article but does not invalidate the main findings or conclusions. A retraction may be issued when the findings of an article are determined to be unreliable due to major errors, misconduct, plagiarism, fabrication, falsification, or other serious ethical violations.
Any correction or retraction will be clearly identified and linked to the original article to ensure transparency and maintain the integrity of the publication record.
Complaints and Appeals
ICTEE provides authors and other stakeholders with an opportunity to raise legitimate complaints or appeals concerning editorial decisions or publication processes. Complaints and appeals will be handled objectively, fairly, and confidentially by the editorial team.
Appeals should provide clear reasons and relevant evidence supporting the request for reconsideration. The journal may consult additional editors or independent reviewers when necessary. The final decision will be based on academic, ethical, and procedural considerations.
Ethical Use of Artificial Intelligence
Authors who use artificial intelligence (AI) tools in the preparation of a manuscript must use such tools responsibly and transparently. AI tools may assist with activities such as language improvement, formatting, or other appropriate editorial tasks; however, AI tools cannot be listed as authors because they cannot take responsibility for the content of the manuscript.
Authors remain fully responsible for the accuracy, originality, integrity, and ethical compliance of all content submitted to ICTEE. Any substantive use of AI in research or manuscript preparation should be disclosed where appropriate and must not involve the fabrication of data, references, results, images, or other research content.
