Archiving and Digital Preservation

JICE JOURNAL POLICIES

Archiving and Digital Preservation

The Journal of Infrastructural in Civil Engineering (JICE), published by Universitas Teknokrat Indonesia, is committed to protecting the accessibility, authenticity, integrity, and continuity of its scholarly publications.

This policy outlines the journal's electronic archive, backup responsibilities, long-term preservation planning, recovery of historical publications, and arrangements intended to support continued scholarly access.

ELECTRONIC ARCHIVE

OJS platform

Available issues and articles can be accessed online.

DATA BACKUP

Institutional coordination

Server-level schedules and recovery measures require technical verification.

LONG-TERM PRESERVATION

Under development

External preservation participation is identified only after verification.

Important distinction: An online article archive, a recoverable technical backup, and a long-term digital preservation service perform different functions. Availability on the JICE website alone does not demonstrate that all three measures are in operation.

01

Electronic Archiving

Access to the available scholarly record through the journal website.

JICE makes its available published issues and articles accessible through the Open Journal Systems (OJS) platform. Readers can browse the journal's official Archives page for currently accessible publications.

Following the journal's transition from an earlier publishing platform, technical disruptions have affected the accessibility of some historical publication records. Accordingly, not all earlier content may be directly available through the current website.

JICE will coordinate the identification, verification, and recovery of historical publications wherever authentic files and reliable bibliographic metadata can be obtained. The journal does not represent its historical electronic archive as complete until the relevant records have been verified.

02

Electronic Backup and Data Protection

Journal-level file retention and institutional technical safeguards.

JICE recognizes the need to safeguard published article files, associated bibliographic metadata, and essential editorial records against accidental loss, technical failure, and unauthorized access.

As an interim journal-level measure, the editorial team will coordinate the collection and secure retention of available published article files and corresponding metadata. Such working copies support record recovery but do not replace a properly maintained and tested backup of the OJS installation.

Server-level backup and restoration depend on the relevant institutional technical administrators. JICE will coordinate with those administrators to establish and document suitable arrangements covering, as applicable:

  • Backup coverage: OJS databases, published and uploaded files, and relevant system configurations.
  • Backup management: Appropriate frequency, restricted access, protected storage, and separation from the production environment.
  • Recovery readiness: Restoration responsibilities, verification of backup integrity, and recovery procedures.

The implementation status of these arrangements will be recorded and communicated only after confirmation by the authorized technical unit. Any retention or recovery of records must respect applicable security, confidentiality, and data-protection obligations.

03

Long-Term Digital Preservation

Planning for continued usability beyond the current website or server.

JICE recognizes that routine backups are not equivalent to long-term digital preservation. Sustainable preservation aims to protect the scholarly record and its metadata over time, including through changes in hosting infrastructure, software, and file formats.

The journal will work with Universitas Teknokrat Indonesia and the relevant institutional units to evaluate suitable preservation arrangements. Options may include an approved institutional repository or a recognized external digital preservation service, subject to technical compatibility, licensing conditions, available resources, and institutional authorization.

Preservation arrangements should, where feasible, cover authentic article files, publication metadata, and stable identifiers necessary to identify and retrieve the scholarly record.

JICE will publicly identify a specific preservation provider only after participation and active preservation of its content have been verified. A planned integration, installed plugin, or stated intention alone will not be presented as evidence of completed preservation.

04

Recovery of Historical Publications

A documented process for restoring earlier issues and article records.

JICE recognizes the importance of restoring access to historical material affected by earlier technical disruptions or changes in publishing infrastructure. Recovery will be coordinated with institutional administrators and, where necessary, the original article authors or other legitimate record holders.

STEP 01

Identify

Locate recoverable files and publication records.

STEP 02

Verify

Check authenticity, metadata, dates, and identifiers.

STEP 03

Restore

Republish verified records through an authorized platform.

Before any recovered publication is made available again, the editorial team will seek to verify the authenticity of its article file and bibliographic information against available evidence. Relevant details include authorship, article title, original publication date, volume and issue assignment, citation information, and DOI or other persistent identifiers, where applicable.

Recovered material will be returned to an authorized and secure publishing environment in a way that preserves its original publication history and avoids misleading duplication of article records or identifiers. Files that cannot be adequately authenticated will not be presented as verified original publications.

05

Continuity of Scholarly Access

Contingency planning for outages, platform changes, or journal discontinuation.

In the event of a major technical disruption, platform migration, prolonged unavailability, or discontinuation of the journal, JICE will coordinate with Universitas Teknokrat Indonesia to identify an appropriate institutional repository, alternative access arrangement, or successor publishing platform.

Where reliable copies exist, the journal will seek to preserve relevant full-text materials and metadata so that the affected scholarly record can remain discoverable and accessible. Any transfer or restoration must respect the licensing terms applicable to individual articles, data-protection requirements, technical feasibility, and institutional authorization.

The practical availability of such arrangements depends on the existence of verified records and adequate institutional resources; this policy does not imply that an independent preservation or failover service is already operational.

06

Policy Responsibility and Review

Editorial oversight supported by institutional technical administration.

Responsibility for implementing this policy is shared according to the following functions:

  • JICE editorial team: Coordinate available publication files and metadata, identify missing records, support verification and recovery, and maintain accurate public policy information.
  • Institutional technical administrators: Assess and implement authorized server-level backups, platform security, technical restoration, and supporting infrastructure.
  • Publisher and institutional authorities: Support decisions concerning repositories, external preservation services, resources, and continuity arrangements.

The policy will be reviewed periodically as technical capabilities, recovered holdings, and verified preservation arrangements change. Public statements about backup and preservation services will be updated to reflect documented operational status rather than unconfirmed intentions.

JICE remains committed to strengthening the integrity, accessibility, and long-term availability of its scholarly record in accordance with transparent and responsible publishing practices.

Policy principle: JICE will describe current availability and future preservation plans transparently, distinguish verified technical arrangements from planned measures, and prioritize the authentic recovery of the scholarly record.
