03 Management Responsibilities

Publisher and Managing Unit

Provide institutional support and coordinate administrative operations, communication, publication scheduling, and continuity of journal activities.

Editorial Team

Conduct manuscript screening, organize peer review, evaluate revisions, make scholarly decisions, and maintain accurate publication information.

These responsibilities are coordinated without transferring editorial decision-making authority to institutional or technical administrators.

04 Editorial Independence

Editorial decisions concerning acceptance, revision, and rejection are based on scholarly merit, originality, methodological rigor, relevance to the journal's scope, and publication ethics. JICE applies double-blind peer review under its current Peer Review Process.

The publisher, university administrators, financial contributors, and other parties must not improperly influence manuscript assessments or publication decisions. Publication fees do not determine editorial acceptance.

Editors must disclose potential conflicts of interest and withdraw from handling a manuscript when impartiality may be compromised. Such manuscripts are assigned to an appropriate editor without the relevant conflict, in accordance with the Conflict of Interest Policy.

05 Journal Administration and Technical Support

JICE manages submissions and electronic publication through Open Journal Systems (OJS). Designated technical personnel provide assistance with the operation and maintenance of the platform.

System security, server-level backups, restoration, electronic archiving, and preservation planning require coordination between the editorial team and authorized institutional technical administrators. Information on preservation and recovery arrangements is reported as those arrangements are verified and documented.

Where DOI registration is handled through university-level publication administration, JICE coordinates the provision and verification of accurate article metadata. See the Archiving and Digital Preservation Policy for related responsibilities.
